2022 Street Renewal Project (SRP) - Swede Town Phase II 

The project will involve the total reconstruction of the streets, including the replacement of the concrete curb & gutters, bituminous pavement, sidewalks, street lights, driveways, sanitary sewer, watermain and service laterals. The streets to be reconstructed includes portions of 5^th Avenue (Jackson St to Harrison St), School Street (5^th Av to 150’ W of 6^th Av), and Van Buren Street (5^th Av to 6^th Av).  CenterPoint has completed the relocate of the gas mains and services. The city contractor is now on-site and working on underground utilities. The following is the tentative schedule for the project:

The project will involve the total reconstruction of the street, including the replacement of the concrete curb & gutters, bituminous pavement, sidewalks, street lights, driveways, sanitary sewer, watermain and service laterals on Gray Street between Branch Avenue and Ferry Street. 2022 Street Surface Improvement Project (SSIP) - Dunham Oaks Neighborhood 

The project involves the reconstruction of the street surface, including the reclamation of the bituminous pavement, bituminous pavement, spot replacement of the concrete curb & gutters, new concrete cross gutters, replacement of gate valve, storm sewer reconstruction only as necessary, new rain gardens, and pedestrian ramps reconstruction to meet current Americans with Disabilities ADA standards. The streets to be resurfaced includes the neighborhood of the Brom and Dunham Oaks Addition, Randal Drive cul-de-sac west of 7^th Avenue, and turn lane improvements to westbound Pleasant Avenue (CSAH 30).  In addition to the street improvements, park improvements that include the resurfacing of the westerly existing parking lot at George Enloe Park and the construction of a new parking lot at Rudy Johnson Park will be completed with the project.

The first lift of pavement has been installed on Phase I and the pavement reclamation for Phase 2 has been completed. The contractor is currently working on the gate valves, storm sewer, and repairing the sanitary sewer manholes. Beginning mid-September, the contractor will be grading the gravel in preparation for the first lift of pavement on Phase II

 Phase 1 of the project includes the roads bounded by Coolidge Street to the north Dunham Drive to the south. 

 Phase 2 of the project includes the roads bounded by Dunham Drive to the north and McKinley Street to the south. 

In partnership with Anoka County Highway Department, there is an improvement along Pleasant Avenue (CSAH 30). The existing westbound turn lane will be extended in length to increase the stacking capacity for this movement to northbound Ferry Street. The contractor has reclaimed the pavement and begun the removal in preparation of the turn lane extension.

The project also includes the construction of a new parking lot off Polk Street at Rudy Johnson Park and the reconstruction of the westerly parking lot off Lund Avenue at George Enloe Park.  Construction of the new parking lot at Rudy Johnson Park is complete. The contractor is working on curb repairs and grading at the George Enloe parking lot.  

Mississippi Community Park Riverbank Stabilization Project

This project addresses the eroding riverbank along the Mississippi River over the past decades. The project will consist of the removal of mature trees and vegetation. The riverbank will be stabilized by re-grading the bank to a stable slope and will be covered with filter cloth and rip-rap at the toe of the slope. The upper portion of the slope will be graded and covered with erosion fabric. After the work is completed, the riverbank will be restored with a variety of native grasses and erosion control blanket. Live willow cuttings will be planted within or immediately above the rip-rap to provide additional slope stabilization and additional erosion control.

The contractor will be back spring of 2022 to complete some additional landscaping and restoration activities. Paving of the trail is complete.  The city of Anoka will be planting additional trees on the riverbank the week of Sept 25. The landscape contractor will be replacing dead deciduous trees during the end of September. Work on this project is substantially complete. 

Anoka Highway 10 Project

 The City of Anoka and the Minnesota Department of Transportation (MnDOT) are working together to reconstruct aging roads and bridges on Highway 10 from the west City limit line with Ramsey to just east of the 7^th Avenue interchange. The two-year reconstruction project began this spring and construction is expected to be completed in the spring of 2024. When completed, the Highway 10 Anoka project will improve traffic flow, decrease congestion, increase safety, and improve mobility within Anoka.

 Construction impacts occurring during the 2022 construction season thru November include the following:

• Head to head driving lane in each direction on Highway 10
• Lane widths reduced to 11 feet
• Ongoing ramp closures to & from Highway 10 
• Local road closures
• Height restrictions of 10 feet at Thurston Avenue and Fairoak Avenue during the construction of the interchange & overpass beginning in late July/early August 
• Temporary traffic signal at the intersection of McKinley Street & St. Francis Boulevard (TH 47)
• Temporary traffic signal at the intersection of Pierce Street (CSAH 30) & 4^th Avenue (CSAH 4)
• Temporary southbound 7^th Avenue to eastbound Highway 10 loop ramp
• 4^th Avenue Rum River Regional trailway closure at Highway 10

Cutters Grove Avenue will remain closed between Highway 10 and the Kwik Trip located just south of Highway 10. Traffic won’t be able to cross Highway 10 at Cutters Grove Avenue, and turning movements to and from Highway 10 will not be available. Thurston Avenue on the north side of Highway 10 will remain open including turning movements to and from Highway 10. Highway 10 Service Road between Cutters Lane and Cutters Grove Avenue will open prior to the closure of Cutters Grove Avenue and Highway 10. There is a new temporary signal that is operational to provide a signalized intersection at Cutters Lane to maintain access to this area of Anoka. 

Fairoak Avenue will remain closed between Highway 10 and the Main Street Service Road just north of Highway 10. Traffic won’t be able to cross Highway 10 at Fairoak Avenue, and some turning movements to and from Highway 10 will not be available. Fairoak Avenue on the south side of Highway 10 won’t have any restrictions; the “jug handle” will remain in place.

Prepare for traffic delays on Highway 10 by the following: 

• Check real-time traffic before traveling: 511.org, call 511 or use the 511mn application
• Take alternative routes to avoid the construction zone
• Plan around rush hour/peak traffic times
• Use Metro Transit buses, NorthStar commuter rail, carpool, or telecommute
• Follow the posted detour routes for the safety of the community

CSAH 7 and 143^rd Avenue Intersection Improvement Project 

 The project pertaining to the City of Anoka will include constructing a new traffic signal for our future commercial site, turn lanes, and a new bike trail along the west boulevard on 7^th Avenue. This project is being administered by the City of Andover and constructed by a private developer in Andover.  

 The contractor for this project is Latour Construction Inc. from Maple Lake, Minnesota. The full-time project inspector for the project is Jon Halter.
